Evaluation concepts and monitoring systems

The development of evaluation concepts and monitoring systems includes an assessment of the evaluability, the development and application of possible evaluation designs and methods, as well as the development and analysis of impact models and indicator systems.

Formative evaluations

Formative evaluations fulfil an optimization function: The evaluation goes along with measures of improvement and continuous feedback. Evaluation questions like that accompany the change process: "Should we change something in what we are doing right now?"

Summative evaluations

Summative evaluations serve a legitimizing purpose: they are about measuring the effects of an intervention. Summative evaluations are carried out in the final implementation phase and focus on short-term effects. They include questions like that one: "Should we continue with what we are doing, should we try out something else or should we stop it right away?"

Process evaluations

Process evaluations address the way a programme or measure is implemented and provide a structure to assess its quality. Typical questions are: "To what extent does the implementation follow formal requirements and guidelines?" or "To what extent does the implementation reflect the purpose of the project?"

Impact evaluations

Impact evaluations are carried out a while after an intervention is completed. They assess to what extent the desired results have been achieved and what further effects they may have generated. Impact evaluation includes questions like: "What has been achieved and what are the factors for success?"

Support for self-evaluations

In the case of self-assessments, the program authority or the project promoter themselves determine the purpose, date, data collection and assessment method. It is also up to the self-evaluating organisation to determine which conclusions to draw and which responsive measures to take. We offer to accompany and supervise self-evaluation processes as external experts.
